Low HCG Levels.. has this happened to anyone?

I’m freaking out but know that i shouldn’t stress out right now. On June 24th my HCG Levels were at a 3 which is labeled not pregnant. Tested a couple days later and got my positive. 
Fast forward to yesterday I went to the hospital for lower abdominal pain & my HCG Level was at 429. 
I’m not sure if i should be worried that the levels are low. I did go to the doctor and they are going to monitor me over the next two weeks.

As long as your hcg doubles withen the next 48 hours its fine. Cramping is normal. They shouldnt have even done an ultrasound, they wont see anything until hcg is around 2,000 and it will only be a sac. No fetus until its much higher

How far along are you? If your around 4 weeks a level over 400 isn’t low at all
