Is my friend a bad mom?

She has a daughter and son. Both under the age of 4. Well every time I get around them the baby boy stinks really bad! Like terribly bad to the point my car stinks for up to a day once he’s out! I’ve told her about it plenty times and she says she bathes him & that he just naturally stinks. She only have them about once a week and drops them off at any and everybody’s house to go get high and lay up with dudes, and it bothers me cause I feel sorry for those babies. I have 4 babies myself but all I do is work and comes straight home to care for them, I don’t hangout or anything so she’s told me I’ve become lame since having children but I can’t just leave my kids anywhere for long periods of times! Other people have complained that her son stinks but she always says they’re just being messy and lying but she also knows he stinks and does nothing about it. So a few minutes ago she goes “baby A is bad and ugh I’m so mad” I’m like “why? He’s been gone for days don’t you miss him?” “She’s like yeah but I can’t job hunt with him” I’m likeee wtf! You was never job hunting! So then she sends me a picture of drugs saying she’s about to get high, I’m like “where’s the babies” she goes “oh I’m finna try to drop him off at somebody house so I can go look for a job” and it’s getting irritating. CPS has been in and out her life. Wondering if I should give them a call? Help!! I don’t want to feel like the bad or judgmental friend but the whole situation is bothering me!
