Discipline someone else child ?

So my husband friend has a little girl, and they was over and I was watching her and I asked her if she would like a popsicles, and then she looks at me and slaps me in my eye. She’s about 3 years old, of course I would never ever Spank someone else child that’s simply not my place, and I understand everyone parents in different ways. But I simply told her that was not very nice, and ask her if I could have an apology and she said no, the father was sitting right there and didn’t do anything, so I just let it go and carried on but my question is should I have put her in time out ? Since the father wasn’t going to do anything or is it just not my place ?
