Lack of Intercourse

So, I need some help. I have been with my partner for about 3 1/2 months now. And you would think that this being the spicy new love time he would be all over me. But I am having a hard time with letting him know I want HIM to initiate sex. He thinks sex isn't a big thing in relationships. Though I don't think it should be the ONLY thing, I think it is important. What do I do to help him see I want him to initiate it? How do I initiate it without seeming too needy?
