Siblings

My 3 1/2 yr old boy is rough with his little brother who is almost 9 months. I thought after a few months things would get better but he honestly is getting worse. He puts his weight on him and will do sneaky things when I’m not looking like roll over his hand with his play truck. My older one has been used to one on one attention from me for 3 yrs so I understand the need for attention but I just can’t get him to be sweet to his brother. I know it’s very early but I really want them to have a good relationship and I’m trying to foster that early. Any advice or suggestions?
