I’ve had a itch in my vagina area and dr hasn’t called me yet about results ?  Does this clear me from hiv ? Idk

Doctor shouldn’t be releasing results if positive without talking to you.

When did you see the doctor and what did they do to test you? Just a swab or blood tests too? 
Hiv can only be ruled out with a blood test, although I don't think an itchy vagina is a symptom. 
You're more likely to have thrush or bacterial vaginosis. If it was only "one itch" what every that means lol, and the itchiness went away by itself and you have no other symptoms, you're most likely fine. Sometimes soaps (which you shouldn't use in that area anyway) or underwear etc can irritate the skin around your Vulva and cause itchiness for a bit. That goes away by itself. 
Doctors usually call back within a week. So if it's been over a week and you symptoms are gone, I'd think you're fine..if you still have symptoms you should call them back and see that they test for more things.
