Potty training question

If your 2 year old can identify and declares when they’re peeing and pooping and has interest in the potty but only wants to sit on the potty when they’re *not* going, and then gets off the potty and goes somewhere else/ freaks out when they’re actually going, even after 3-4 days of the no pants method, does that mean he’s not ready? Has anyone had this happen with your little ones or older kids and then you try again in a few weeks or months and it changes? Or do you just have to keep at it anyway? It feels like he’s close to being ready but maybe just physically not there yet ?
