How do you decide??

When moving into a new place with so many mixed reviews? On one hand there are 5 star reviews and on the other there are terrible 1 star reviews. I always believe the bad reviews. Both new and old reviews too. We’re moving into another apartment complex next week because we need a 3 bedroom & our complex here only goes up to 2 bedrooms. My husband chose this place without reading the reviews first. As I’m reading the bad reviews, I’m thinking, shouldn’t there be a legal standard to where they pass to rent out to tenants? Like the health department or whoever that checks out the place to give a passing score? The apartment complex will hold their tenants to everything but what about them? Problems like mold, roach, rat & bedbug infestations, things not being fixed or fixed properly. They should be reported and shut down. But they just continue renting out to people. Why isn’t something done?
