Yes it does look like eczema get creams with oatmeal in them as oatmeal is anti inflammatory and also helps relieve the itch… do not get storied creams there is no need and they cause worse problems later on.

Yes my daughter gets them like that. We tried everything til I found a body wash in Mexico since I live like 10 minutes from the border and it’s been working great with her skin. It’s called Leche De Burra which translates to Donkey’s Milk.
