Child support

Me and my kids dad are 4 years apart, I’m 2000 and he’s 2004. 18 & 21 I want to file for child support but he says I can’t cause of the age difference? Is he right, I need to put her in daycare and he said he won’t pay for it or help with anything. Been dealing with this since she was born she’s 2 now.
