Fiancé always says he’s too busy to talk about getting married, and always says we will talk about it later and then it never gets brought up again

We’ve been together for 7 years and he asked me to marry him in 2018. We had a date set in 2020 but then Covid happened so we had to cancel..we live together and have a life together but when it comes to talking about setting a date he always pushes it off, says we will get married and that we will discuss it but we never do. So frustrating and hurtful to me..
