Dandruff on 19 month old

My daughter had cradle cap something bad as a newborn. She also has had eczema/skin issues since newborn. When I look up dandruff for kids her age they still call it cradle cap and that you can get it in other places of the body like the hands, feet, and behind knees, etc. I guess I’m wondering if anyone else has had this issue with their kids and how did you deal with it? It’s hard watching her scratch something all the time.

no matter what soap or moisturizer I use it’s still there.
