It’s definitely a good sized cut, but I wouldn’t be taking myself to the police over it. They’re not going to do anything, that’s a waste of your time and theirs.
I’d reach out to the top admin at the daycare. I’d ask to review camera footage if available. If I was unhappy with the response, I’d probably find other child care, and possibly make a report if I felt it was necessary.

This is really disturbing. File a police report and request to review video footage to see what happened and who is responsible. If it’s a small daycare without a separate infant room then another child could have hurt him (not ok since the adults should be very carefully protecting babies) OR an adult hurt him. Those are the only two options. I don’t know how a cut like that accidentally happens, but if it did then you would know if you were a responsible caretaker and you would tell the parent. Also ANY DECENT DAYCARE wouldn’t respond to you saying he had a cut with TOP priority and they would want to see him and investigate exactly what happened. I would be doubly disturbed if they didn’t respond like that.

What the actual fuck? As a momma, I'd definitely be getting some answers, some camera footage, whatever it takes! This is exactly why I'm a Stay At Home Mom. Ain't no way in hell, I'd put my baby in daycare. 
I understand every parent's situation is different and I respect that, just I personally would NEVER put my child in daycare. Abuse happens everyday in a daycare. 
With this being said, fuck that and be Momma Bear, figure out what the hell happened!
