Eczema? Fungal Rash?

WE ALREADY ASKED HER PEDIATRICIAN at her last appointment and it was brushed off and told to use lotion. Which we have been doing and it continues to spread. Only on her arms, but it seems to be getting worse. No new lotions, soaps or detergents. No fragrances or dyes in any of our products.

I know we need to try something more specific than just lotion, so Wondering if this looks like more like eczema or fungal type of rash?
