Potty training stubborn toddler?

My daughter turned 3 in December and she’s still not even remotely potty trained. I introduced her to the potty at a very early age but I never pushed her too hard. I always led her go at her own pace and now I’m starting to think that was a mistake. At this rate, I’m afraid she won’t be potty trained in time to start preschool. She’s at the point where she takes her diaper off as soon as she pees because she doesn’t like feeling wet, but if I try to get her to use the potty, she breaks down into hysterics. She loves getting surprises so today, I told her I would buy her whatever she wants if she just uses the potty (I know, I know. Probably not the best route to take. I’m just completely at a total loss). After I told her that, she said “No, I want my diaper”. If this is a normal thing I can stick it out and deal with the diapers for longer. But I see so many moms saying their child is fully potty trained at barely two years old. I know that every child is different, but I can’t help but feel like my daughter is falling behind. Any and all advice would be appreciated.
