Should I start testing at day 13? If I do I can't test twice a day. I have 14 ovulation predictor kits. Advice?

Try taking your average cycle length and subtracting 14. So if your average length is 35, you would expect O around 21 and could test cd 15 to 29 just in case. Or you could use Glow's predicted fertile days or BBT. I personally just got cheap Wondfo OPKs from amazon and tested with FMU from cd 10 to cd 28 (when I O'd). That way you don't have to worry about it. :)
