Does anybody else's partner change their mind on wanting another child?

We thought we were pregnant last month and he was getting all excited and when we found out we weren't he was so happy! Really frustrates me. He says he wants another all the time but constantly changes his opinion says we can't afford another but we couldn't afford our first at the time and things are much better now financially our first is nearly four!
