Depends on the age and maturity on the "teen"...bare in mind a "teen" could be 18/19

There is a line that you cross over when you have sex. Your mind and body should be mature enough to handle it.

I didn't have sex until I was almost 19. That's when it was right for ME. No one can tell anyone else when it is right for them. 
I will say that I don't think anyone under the age of 16 really has the maturity to handle everything that goes along with making that decision -- but I am also willing to concede that there would be exceptions to that. 
It's a deeply personal decision.

I hate how young I am. But I lost my v-card at 15 so not long ago. We used a lot of protection and everything went great. I didn't question it. I was exited to experience that with someone I love. I thought I would be crazy attached to him after! Its the opposite so that's nice for once(: I don't see any reason to regret it. He didn't pressure me at all. I thought it was a wonderful experience (:
