Why hasn't he put a ring on it?

I am 21 years old which might sound extremely young to get married but I have been with my boyfriend for 8 years on oct 27th. We started "dating" in 8th grade. He finally got his dream job as a fireman and we moved 4 hours away from home for his job. Now that we are all settled in I thought for sure he would propose on our anniversary last month.... But nothing happened! What should I do?
