Opk: the smile NOT flashing. Is this peak or just high?

I decided to try clear blue digital opk today. I thought my highest day was tomorrow according to glow. Am I understanding right that if :) is NOT flashing it's "peak" and if flashing it's "high"?  Mine was solid, not flashing.
