Could low hcg still happen at 8 weeks.

I took two test both faint positives. But if I am pregnant then I am 8 weeks. Should my hcg be that low? It's been a week so if I am 9 weeks now. I haven't had pain like a miscarriage or anything. Can anyone help me? I do have a drs appt but it's a week away.
