Is it okay for a 14 year old to get a belly button piercing?

I am going to be 14 on the 28th of March and I asked my mom if I could d get my belly button pierced and she said no and I just wrote her a letter to convince her into getting me one. I just wanted to know what the general public thinks, THANKS!
