What is an "incompetent cervix"?

The title says it all.

So an incompetent cervix is where the cervix is too weak to stay closed once the baby puts weight on it and results in preterm labor.  I know of three people personally that have that and of course learned about it in OB. One had the cerclage procedure done, which is where they do a ribbon type thing and tie your cervix up similar to that of a crown royal bag(my profs desription) and when the time comes to have the baby they open it up. Otherwise it's bed rest and a potential premature baby like with my step sister or a miscarriage like with my friend.
