Doubts in a Relationship

I have been with my boyfriend for over a year and recently it's gone downhill. I'm so stuck between "there's someone better out there. " and "he's the one, stay and fix the problems." We've been talking about breaking up but neither of us can just get it over with. I don't want to go into any detail but I'm just so stuck.
