HcG Levels 12,000+ at 5w4d?

Went to hospital this evening with very light brown spotting that was almost not viable mixed with some CM! Had an US dont both outside and inside and saw the baby and heart beat but could not measure babys heart rate! HCG leves over 12,000.... What do you all think? Normal?
