Do colleges accept someone with a dui charge?

Let's say that person was twice the legal limit and had only their license for less than 3 weeks. 
Also does it matter if they aren't a citizen of Canada and just a permanent resident?

Colleges base their decisions on many things. A DUI charge shows a lack of responsibility and bad judgement. This may be grounds for rejection, however, if you are an otherwise stellar student, you may be admitted anyways. Try to explain your mistake and what you learned from it in one of your personal statement essays. No one can really tell you if they will or will not accept you, you just have to apply and see. 
As for the Canada thing, I have no idea. Are you going to college in Canada? You might be able to look online and find info about the citizenship/resident requirements the school you would like to attend though. Your status unfortunately May effect you application because generally (at least in the states) preference is show to instate citizens.

It depends on what kind I program it is. If u have to do an internship or residency it might be harder, can u seal your record?

As a permanent resident of canada, you are allowed to go to any college or university.

Personally, I don't know if having a DUI will affect your college application.

But if you have been convicted of a DUI in Canada, you may loose your permanent residence status and removed from the country. If you haven't been the court yet, I would talk to an immigration lawyer right away. If you have been to court and kept your status, I would still talk to a lawyer about applying to college.
