Penetration does nothing for me.

My SO and I hardly ever have sex and last night I asked him why he never wants to do anything with me and he told me he's insecure cause I never get off. And honestly, I thought it was a myth that people get off with just penetration. I thought he just never wanted foreplay. He thinks that the only way for a girl to get off is penetration because that's how his exes were. Even with foreplay, it takes me a while to get off. I thought that was normal, but guess not? How can I fix this? Or make him want to actually play with me again 😳
