Is anyone else measuring 4 weeks ahead?

Question

I went to the doctors today and my fundual height is measuring 38cm, it's suppose to be 34cm 
Because I am 34 weeks 2 days. Is this a bad thing? 
I have been measuring on track the whole time till now. My doctor scheduled an ultrasound in 2 weeks to see how big my baby is.. Will they see if he himself is measuring 40 weeks and induce me?

I was measuring 41wks when I was only 33wks and I'm at 34wks now and go in Thursday for my ultrasound to see how big baby is but there was nothing said about inducing only he would like me to go at least 3 more weeks cause I was already dilated 2cm. I also have a short cervix and have high fluid.

Is anyone else measuring 4 weeks ahead?
