You aren't 38 dpo.. you never ovulated or you would have a period or a positive by now. You should ovulate before you have a period so its possible at any time that you could ovulate and Still conceive.. you should be taking ovulation tests daily if you want to go that route.. if not you should contact your doctor and they can give u medicine to jump start your period.
