Drug testing

So the father of my baby is on probation and he still smokes, i understand smoking to some people is okay, or whatever, but my personal opinion is, no. But anyways he has synthetic urine for if they ever decide to drug test him, and it's a felony to tamper with a drug test, correct? So would it be wrong for me to report that people are using that to the probation office..? They don't monitor them while taking the drug test.
