Are my levels too low???

I'm five weeks today, I had blood done Wednesday and my HCG level was at 98...I have a history of an ectopic pregnancy last May where my levels were o my at 50 and worried it's going to happen again. I have discomfort on my right side where my last one was, thigh pain and slight back ache on the same side....I also have PCOS. Dr said at my exam it felt like a normal pregnancy and it could just be a cyst. SCARED!
