Skin rash?

So these small red bumps would appear on my forearm and upper arm and itch like crazy. It would last up to a couple of days and disappear or up to 6 months before disappearing. Thought it was dry skin-nope.  I've had this on/off for about 5 years now. Idk what it is or how to treat it. Any ideas would be appreciated.
