Does it look better if a lady has a half sleeve at the top of her arms? Or forearm?

I have a thigh tattoo and few others but would love to start on my arm. Don't know whether to work from the top to bottom or other way round.

I started mine as forearm. But it turned into a full sleeve with the next week so I don't think I count. Haha
