Boring Sex Life

How can I spice up a boring sex life? I've gotten to where I literally dread having sex.. He won't give me oral, he won't touch me, he doesn't like when I touch him, and I'm not giving him oral if he won't give it to me. We always just jump straight to sex and I'm never wet because he won't turn me on before. I've talked to him about it MANY times and still nothing. He's my husband and I love him, but I don't want to have a boring sex for the rest of my life.. I'm not satisfied sexually at all. Also, anytime I ask him to do anything during sex, he just says 'I'm not doing that'. Any suggestions?
