Alerting CPS

I'm pretty conflicted on this issue. I've had cps involved in my life, and I truly understand the grief they can cause, so I've been there on the receiving end of things and I know it's a sin in the ass when it's for uncalled small issues. But I have a cousin that will probably be having her baby today. I know she has used drugs throughout the entire pregnancy, she smokes that synthetic weed and her partner also smokes that and he's on methadone, not a treatment plan just because he likes it. My question is this, should I alert CPS or would I just be a complete hater for doing so?
