What does flaky mean?

My coworker calls people flaky.  What does that mean?. I kinda have an idea but not sure.

You can use flaky to describe someone who frequently bails out/cancels things. Unreliable.

It means different things in different circumstances. 
Flaky can mean a person will say they will do something, but they are known for backing out of it or failing to pull through. 
Another meaning of flaky is a person who is wishy-washy or "shady”. They'll speak to you One Day,  but the next they will not. Or they will pretend to be your friend, but talk about you behind your back. Etc

They change their mind a lot, or say one thing and do another.

I've always used it to describe someone who never follows thru with their plans.

They promise they'll meet you at the bar and never show. Say they'll call you the next day and dont, promise to chip in half for so and so's birthday and dont. Examples like that.
