Pull out method isn't very reliable, some semen could still have came out before pulling out.  Semen is usually only left in the shaft if he hasn't peed, that's what flushes the rest out.  Unless he hadn't peed after ejaculating before then there is a slim chance there will be semen in his pre-cum.
