The band on the 38 c would be larger but the cup size would be the same. 
For every band size you go up, the equivalent cup size goes down by one letter. For example 32D=34C=36B=38A

It technically is the same size, the longer band of the 38c increases that C cup by the inch that the 36D's cup is. I was told that they are the same by a VS fitter, the larger band will help though if you need that part to be bigger. I'm just big all around and now being pregnant isMaking it hell!
