Body hair

A while ago I had lazed hair removal on my face and armpits, hoping to rid the very thing that caused me embarrassment as I have pale skin and practically black, thick hair. After 8 treatments, I thought it would disappear but it came back! I practically have a chinstrap that has to be shaven everyday so people don't notice it. Why wouldn't lazor hair removal work? I was supposed to be the best candidate, and they told me not to pluck, to only shave which has always brought thicker hair to my face, luckily my bf is in love with me and doesn't care, but I'd like to one day see no hair on my face! If anyone knows of a possible answer to my hopes please let me know!
