HCG levels

My first hcg level following our first <a href="https://glowing.com/glow-fertility-program">IUI</a> was drawn today and is at 28.5. I am exactly at day 28 of my cycle and day 14 following <a href="https://glowing.com/glow-fertility-program">IUI</a>. Does that seem too low? Or normal for this stage?
