Photo taken two hours after taken...did the water test and it was still there

Looks like an evap. The water thing doesn't really do anything except possibly move some dye out if there was a dye run. Since it was out of the time limit it is invalid. Retest in the morning. Good luck!

I do see a line but after 10 minutes the results are invalid. Wait a couple days and try again.
