HCG levels

My HCG levels are measuring me at 6-8 weeks pregnant when I'm supposed to be 13 weeks and 5 days. I have even had ultrasounds measuring the baby but I have not seen it since I was 9 weeks. What does this mean? First pregnancy I'm not sure if this is bad or not 😔
