Cankles

No matter what I do, or how much I work out I always have cankles. I can literally feel that the muscle is just thicker there. I hate it, does anyone have anything I can do or any excersizes I can focus on to help this. It looks like I am wearing socks all the time because it's like an indent in my leg where my ankle should be. Anyone else have this problem? Is it just something I have to deal with and learn to love. Is there something wrong medically?
