Am I being too harsh

My brother is laws girlfriend is refusing to give our niece any shots or vaccines, she's 4 months old. My baby will be here in 12 weeks. Her Baby goes to free child care and is around a lot of germs and has already been sick to our knowledge three times. My husband and I feel it's best that she doesn't bring her baby to the hospital when our baby is born and doesn't meet her until our baby is old enough to get all her vaccines. If we have to respect her decision about no vaccines.. she would have to respect ours???
