I feel like my lady parts are always red and bumpy and itchy .. What's the best way to make it smooth

I use hair removal cream:) and then baby oil after.

I shave every few days or even a week, so the hair is long enough to just shave off. If I shave every day or two the hairs not long enough and you just shave off the stubs growing through and end up shaving the skin off, hence the bumps and red spots. 
If you can, leave it slightly longer, it's helps a lot:)

I use bikini zone( it's a jel shaving cream for that area!) sold at Walmart and it really helps
