Our dog uses to do that with pads...so gross...she would take pads out of the garbage and hide them under the bed and eat them! 
This was out of our upstairs bathroom which was blocked off but she managed to nose and sneak her way in. Now she's just literally not allowed upstairs at all to keep her away from it.
