I detest Trump, but underneath all the crap there is a tiny (very tiny, but it's there) kernel of truth in this particular statement. I regularly work with the police and have been out a number of times since the Lee Rigby murder with police who expressed concerns about some force policies that require officers to go out single crewed, regardless of threat level. This included during a time when there was a credible threat around uniformed officers being attacked.  It has been a policy not to 'respond' to terrorists by changing their crewing so forces refused to allow officers to work in pairs and they felt they were being put at risk.
