So I called my friend which is s guy and it rang one, like half a ring and then it went straight to his voice mail, does that mean he blocked my # or his phone is off!?

Sometimes my husband puts his phone on do not disturb if he's sleeping and it'll only ring like one and a half rings. Maybe that's it
