Itching/ eczema looking rash

So I've been itchy last three weeks. I noticed this on my foot about three weeks ago. I just got in the shower and itched (not like crazy) but got out and saw this. My sister has eczema so I think it looks like it, but I don't have it. Is it normal? 38w4d. It's like in the crack... maybe not best picture with red marks from scratching.
