Tummy time

My son (13 weeks) HATES being on his tummy! I'm so worried he's going to fall behind on milestones like rolling, crawling, and walking because he just won't stand being placed on his belly. He grunts for a about 1 min then starts crying. I tried propping him on a boppy, a rolled towel, laying him flat on the bed....he won't even lay on my chest :( What else can I do to get him to tolerate being on his belly?
